Nowadays, the number of public markets in Indonesia is 9,559 units and has
contributed to the employment of 2.6 million traders (Ministry of Trade 2019).
With this amount and contribution, Indonesian National Standards (abbreviated
SNI) specifically for public markets has been published since 2015 as a guideline
for all stakeholders in managing the market (BSN 2015). However, the number of
public market that have been certified by SNI is still very minimal, especially in
the province of West Java (Ministry of Trade 2019). Cisalak Market as one of the
public markets in West Java and managed by the Depok City Government still
faces strategic issues that must be resolved such as the problem of street vendors
which impacts on the lack of visitors and the number of recipients of fees. So, it is
necessary to formulate a market development strategy in order to answer these
strategic issues so that the Cisalak Market can be managed properly and in
